The Acoustic Campaign programs are structurally much different than SFDC. Acoustic Campaign programs include multiple tracks, steps, actions, and so on. None of these features are available to be configured inside SFDC.

Hence if you create a campaign in SFDC, then the corresponding program would not be created inside Acoustic Campaign.
