I need to build control groups for our campaigns, I mean the possibility to select a percentage of contacts into the program flow and mark it as belong to control group (and exist into the events) as "not contacted" but belong to the campaign or something like that.
Theoretically, the best way to do that, is using the split tool, take some small percentage of contacts, then allow a suppression list for a particular step (well the best is a control group tool and do not use a suppression list...) and attach for the same email from the 90% rest of contacts. Any guidance that can be provided?

The easiest way to do this is with an audience split. You can easily split out a percentage of the audience and treat them as a control group.
If you want to create a single control group that spans multiple programs, you will need to do that with a Query that is used to filter people out of Programs entirely, or inside or route them inside of Programs. Segment fields are good for this.
